You receive an error message when you try to upgrade an x64-based version of Windows XP to Windows Vista

When you try to upgrade an x64-based version of Windows XP to Windows Vista, you receive the following error message:

Upgrade has been disabled. To upgrade, you must be running Windows Vista build 5383 or later, or Windows XP with Service Pack 2 or later.

You receive this error message as soon as you run the Setup.exe file and then click Upgrade. Additionally, the upgrade is blocked.
